Background and Expertise
Mr. Reisman has been engaged in the practice of law in New York since 1984. After working with the Poughkeepsie, NY firm of Wolfson, Greller, Reisman & Egitto, followed by several years in his own law practice, Mr. Reisman became one of the founding partners of Reisman Rubeo & Altman, LLP’s predecessor firm in 2007. Mr. Reisman heads the firm’s litigation practice and has spent decades honing his skills as a commercial litigator and trial lawyer in the state and federal courts. His areas of practice include a broad range of matters including complex commercial and business disputes, employment contracts, employment discrimination claims, trade secret litigation, employee and student disciplinary matters and real estate litigation. In addition to practicing in the courts of New York, Mr. Reisman has appeared in the courts of other states after being granted pro hac vice admission.
Mr. Reisman’s litigation experience includes participation in two high-profile matters which eventually made their way to the U.S. Supreme Court. One of these cases was the field of constitutional and criminal law and the other arose under the Individuals with Disabilities Education Act (IDEA). In both cases, successful outcomes were achieved for his clients.
In addition to state and federal litigation,Mr. Reisman has expertise representing parents and students in administrative hearings and court proceedings involving the IDEA and the New York Education Law. He has represented students in public school and university disciplinary proceedings and, for almost 10 years, served as a law guardian on the 9th Judicial District law guardian panel representing minors who were accused of crimes and other offenses before the Family Court of the State of New York. Mr. Reisman has appeared before a variety of federal and state regulatory agencies including the New York State Division of Human Rights, the New York State Division of Children and Family Services, the New York State Department of Education, the New York State Department of Labor, the U.S. Equal Employment Opportunity Commission and New York Department of Environmental Conservation. He has also briefed and argued cases in New York’s appellate division courts, among others.
Always seeking a new professional challenge, Mr. Reisman has served as a judge on the Justice Court of the Town of Ossining, New York since 2016. Prior to his appointment to the bench, he was appointed as the Deputy Town Attorney for the Town of Ossining, NY, where his responsibilities included representing the municipality in tax certiorari actions and prosecuting violations of municipal ordinances.
Community Service
Mr. Reisman believes in giving back to the community. To that end, he has served as a volunteer arbitrator on the 9th Judicial District Attorney Fee Dispute Arbitration Panel since 2009, where he works to ensure clients who choose to submit legal fee disputes to the state’s Attorney-Client Fee Dispute Resolution Program receive fair and impartial hearings.
Outside of work, Mr. Reisman has served as a trustee or officer for several not-for-profit community organizations including The Northern Westchester Energy Action Consortium (an organization consisting of 15 municipalities throughout Westchester County) and The American Jewish Committee Westchester Region.

Mr. Rubeo has been engaged in the practice of law in New York, Connecticut and the District of Columbia since 1996. He has considerable expertise in all facets of civil litigation, Estate Planning, Municipal Law, Real Estate and Insurance Law. In 2018, Mr. Rubeo was appointed to the judiciary, serving as Town Justice for the Town of Mt. Pleasant, New York.
Mr. Rubeo began his legal career with Carter, Conboy, Case, Blackmore, Napierski & Maloney, P.C., a prestigious law firm practicing throughout the state. During his tenure at Carter Conboy, Mr. Rubeo quickly established a reputation as a superior litigator by successfully defending numerous casualty and other claims brought against his clients, which primarily consisted of municipalities, school districts and universities. In addition, Mr. Rubeo successfully represented many clients across many industries in litigating insurance coverage disputes.
Over the years, Mr. Rubeo steadily expanded his practice, serving as corporate counsel for a variety of retail establishments throughout the Northeastern U.S. His clients include a host of well-known brands such as Freight Liquidators and franchisees of Ashley HomeStores, TrueValue Hardware and ACE Hardware, among others. He works closely with his clients, advising them on a vast array of complex corporate governance and regulatory matters including corporate structuring and restructuring, commercial real estate leasing and financing, land use and planning, contracts and related litigation.
In addition to his law practice and service as a Town Judge, Mr. Rubeo has served the community as a municipal official since 2004. He served with distinction on the Town of Mt. Pleasant Planning Board from 2004 until 2010, when he was appointed to serve on the Mt. Pleasant Town Council. He left this post in 2018 due to his appointment and ultimate election to the position of Town Judge.
Community Service
Service to the community has always been of utmost importance to Mr. Rubeo. He was a member of the Board of Directors of the Mt. Pleasant Education Foundation for 10 years and served on the Board of Directors of the Tarrytown Volunteer Ambulance Corps for 3 years. Mr. Rubeo routinely represents several not-for-profit religious and philanthropic organizations on a pro bono basis, assisting with their commercial transactions, corporate governance and achieving and maintaining not-for-profit status. These organizations include E-books for Troops, Inc., Chiromission LLC and American Legion Post 112.

Background and Expertise
Ms. Propp began her legal career as an Assistant Corporation Counsel in the Commercial Litigation Division of the New York City Law Department, where she specialized in construction litigation. She represented the New York City Board of Education and other municipal agencies and also defended civil rights actions initiated against the City’s Police Department. In subsequent years, Ms. Propp worked at The Jacob D. Fuchsberg Law Firm and Tanner Propp, LLP, where her experience encompassed a wide array of commercial, employment, ERISA, estate and personal injury litigation.
Ms. Propp currently specializes in commercial and employment litigation, including litigation arising under the Fair Labor Standards Act, Employee Retirement Income Security Act (ERISA), New York State Labor Law and a variety of other federal and state statutes.
In addition to practicing law, Ms. Propp performs with the Taconic Opera and is a member of the Board of Directors of the opera company. In prior years, she has served as President of the Briarcliff Manor Public Library Board of Trustees and President of the Westchester Great Books Council.
